If you press the left, up, and down C buttons in the car selection screen of Cruis’n USA, you can select alternative cars. This doesn't work for the Ferrari. The alternative cars are a jeep, a school bus, and a police car.

First, make sure you set a new record in a race (New Hot Time) in Cruis’n USA. Then, choose a car (doesn't matter which one). At the start of the race, press brake, brake, brake, gas, brake, gas. You can do this once at each checkpoint to give yourself a good boost of speed.

When selecting your car in Cruis’n USA, hold down C-Down, C-Left, and C-Up and scroll through the 4 cars. 3 will be replaced by a school bus, quad bike, and police car.

With the school bus and police car, you can actually make the sirens and flashing lights work. Make sure you come in first in a race or set a new record time with the police car or the school bus from Cruis’n USA. After entering your name, move the joystick to the bottom of the screen. Then move the joystick all the way to the left (but keep the conveyor belt on the screen!).
Wait patiently (at least 30 seconds) until a head rolls by :D. Now select a new race. When the race starts, press the brake twice and then accelerate fairly quickly. If all goes well, you should now have sirens and flashing lights. This will work until you release the gas pedal. You can start the sirens again by pressing:
brake, brake, gas, and then keep the gas pressed!
